Does blockcert provide mechanism to lower the transaction fees to amount less than 0.0006?
As per the network load there may be some scenarios where issuer can use lower transaction fees where publishing is not urgent.

Ive been looking into this issue, in the cert-issuer "check out the BitcoinTransactionCostConstants class inside of blockchain_handlers/bitcoin/ init.py and you’ll see where these appear to get set ", but I havent been able to chage them.
If you figure this out, give a post please
