Insufficient Bitcoin Testnet Fund

I don’t think is due to ssl error. I managed to issue certificates yesterday. I am pretty sure there is enough funds in my account. What could be the issue? Thank you.

I faced the same issue today while issuing the certificates in Blockchain testnet mode .
Let us know if any one have its solution .
