I don't know what to pip install

I continued on after my test, going to create a json file in cert-tools, however at the point it said to run the setup script it showed below

pip install

So I decided to key in pip install cert-tool. Then, I typed in setup.py, but it brought the file in sublime text.

So is it working or is something wrong?

I also can’t find the confi.ini file as well
