Error: Coudn't found bitcoin.conf file,

Hey ,
i followed this tutorial to install Bitcoind
==> https://gist.github.com/rjmacarthy/b56497a81a6497bfabb1#file-bitcoind-ubuntu-install-L9

and this one
==> https://github.com/blockchain-certificates/cert-issuer

I have an error in this cmd

issuer=`bitcoin-cli getnewaddress`

To get this work, you need bitcoin-cli installed on your system.
Otherwise, you can always create one conf.ini file in cert-issuer directory with following lines included,

       issuing_address = <your bitcoin address>
       chain=<bitcoin_regtest|bitcoin_testnet|bitcoin_mainnet>
       usb_name = </Volumes/path-to-usb/>
       key_file = <file-you-saved-pk-to>
       unsigned_certificates_dir=<path-to-your-unsigned-certificates>
       blockchain_certificates_dir=<path-to-your-blockchain-certificates>
       work_dir=<path-to-your-workdir>
       no_safe_mode
